Schwarzenegger's revised May budget proposal to take $1.3 billion of revenue from local governments each year for the next two years is believed to hold a special appeal for Australian politicians, who are researching new ways to extract more money from tax payers. The relatively recently introduced Goods and Services Tax (GST) reaped windfalls of billions of dollars - a very small percentage of which is being given back to selected taxpayers as a one-off grant, just a few months before the next elections. Translated courtesy of Alta Vista's Babel Fish, the book's title indicates that it has something to do with being under water and having painful wind, but unfortunately the only illustration is on the front cover.
